Two more teen suspects charged as adults in fatal Avalon Pier shooting

KILL DEVIL HILLS — The Kill Devil Hills Police Department on Tuesday arrested two local 17-year-olds in connection with the death of Zane Thomas Hughes, 19, from a fatal shooting at Avalon Pier in Kill Devil Hills in July.
Kayden Mychael Lindsey of Kitty Hawk was charged with felony first-degree murder “for being an accessory before the fact,” and Zachary Kane Rose of Grandy was charged with felony aid and abet first-degree murder, according to a Wednesday press release from the Town of Kill Devil Hills.
Police arrested Henry Lee Hargis, 16, of Kill Devil Hills shortly after the July 31 shooting, which took place around 2:37 p.m.
Like Hargis, Lindsey and Rose will also be charged as adults.
“Since the initial arrest, the Investigation Division has continued to thoroughly examine the circumstances surrounding this tragic incident,” the town’s press release said. “Following collaboration with the District Attorney’s Office of the First Judicial District, probable cause was established to charge two additional juveniles as adults in relation to this case.”
Also like Hargis, because of their ages, Lindsey and Rose are currently incarcerated at juvenile detention centers, according to the release.
Lindsey and Rose are scheduled to appear in court on Tuesday, Sept. 23.

Hargis faces two felony charges, as he stands accused of shooting two people. He is charged with first-degree murder in connection with the death of Hughes and assault with a deadly weapon with intent to kill inflicting serious injury in connection with a teen on vacation at the time being wounded by stray gunfire.
The Dare County Grand Jury indicted Hargis with both charges on Monday, Aug. 11, and his next court date is Monday, Oct. 13.
District Attorney Jeff Cruden previously stressed that the shooting was an “isolated incident,” as Hargis and Hughes knew each other and, “This is a personal conflict between the two of them.”
While a booking photo of Rose appears in his online court files, court documents do not include photos of Hargis or Lindsey. Law enforcement to date has not released photos of Hargis. Outer Banks Insider has requested photos but did not receive them by publication time.
Hughes was a Colington resident and a 2024 graduate of First Flight High School in Kill Devil Hills. He earned an associate degree in accounting from the University of North Carolina at Charlotte, according to his online obituary.
Hargis attended First Flight High School from Aug. 28, 2023, until Sept. 12, 2024, according to the Dare County Schools’ spokesperson Hannah Nash.
Neither Lindsey nor Rose are current students in Dare County Schools, but both did attend Dare County Schools in the past, according to Nash.
Lindsey graduated from Dare Learning Academy in June, Nash said. He first began attending Dare County Schools in August 2012. Rose attended Dare County Schools from August 2013 through June 2016.
The case remains under investigation.
“The Kill Devil Hills Police Department continues to actively investigate this case and urges anyone with additional information to contact the department,” Wednesday’s release said.
