A judge on Monday ruled that the district attorney can withhold case information from the mother of the teen fatally shot outside Avalon Pier in Kill Devil Hills in July.

The Kill Devil Hills Police Department on Tuesday arrested two local 17-year-olds in connection with the death of Zane Thomas Hughes, 19, from a fatal shooting at Avalon Pier in Kill Devil Hills in July.
