The brother of a man fatally stabbed by a pirate sword last April in Stumpy Point said his family is “very frustrated” that the state keeps pushing them to accept a plea deal for the man accused of murder to serve a seven-year sentence for voluntary manslaughter instead.

The Kill Devil Hills Police Department on Tuesday arrested two local 17-year-olds in connection with the death of Zane Thomas Hughes, 19, from a fatal shooting at Avalon Pier in Kill Devil Hills in July.

A grand jury on Monday morning indicted a Kill Devil Hills teen with one count of first-degree murder and with one count of assault with a deadly weapon with the intent to kill inflicting serious injury following the July 31 shooting at Avalon Pier in Kill Devil Hills.

A Kill Devil Hills teen is being charged as an adult with two felony charges, one of which is first-degree murder, in connection with Thursday’s fatal shooting at Avalon Pier, according to the district attorney.
