KITTY HAWK — North Carolina Gov. Josh Stein on Thursday appointed Jennifer “Jenny” Wells of Kitty Hawk to the Judicial District 1 district court judge seat vacated by Edgar L. Barnes, who served on the bench for nearly three decades.
