SBI releases name of Manteo police officer involved in fatal Mother Vineyard shooting

MANTEO — The North Carolina State Bureau of Investigation (SBI) on Monday afternoon released the name of the officer with the Manteo Police Department who was involved in the fatal officer-involved shooting on Mother Vineyard Road last Thursday.
“Manteo Police Officer T. P. Grogan has been placed on administrative duty pending the outcome of the investigation,” SBI Public Information Director Chad Flowers said in an email.
Denny Winslow, a 49-year-old woman, died at the scene following a law enforcement response Thursday afternoon in the 200 block of Mother Vineyard Road in Manteo. The SBI released her name on Friday afternoon.
Tanner Grogan is listed on the Manteo Police Department website as a “Police Officer I.” Originally from Ashe County, he was sworn in with the department just over four years ago, in August 2021, according to police department information.
The investigation remains ongoing, and no other new information is currently being released, according to Flowers.
“I don’t expect anything new until the autopsy report is returned,” Flowers said in an earlier Monday email response to Outer Banks Insider’s inquiry. “That usually takes several weeks to months to get the report back. There is no timeline on how long the investigation may go.”
A 911 call reported a “suspicious condition of a crime in progress in the 200 block of Mother Vineyard Road” in Manteo at 4:11 p.m. on Thursday, the Dare County Sheriff’s Office press release on the incident said.
A Manteo police officer discharged their firearm after being “confronted by an armed subject” around 4:20 p.m., and the latter died at the scene, according to the press release the Dare County Sheriff’s Office issued around 9:15 p.m.
“Manteo Police Department officers were the closest to the call, and mutual aid was obtained from the Sheriff’s Office,” according to the release.
“When the officers arrived at the scene, they were confronted by an armed subject and an officer discharged their firearm,” the release continued. “Dare County Sheriff's Office deputies and Dare County Emergency Medical Services (EMS) arrived at the scene, and EMS provided service to the subject. The subject was pronounced deceased at the scene.”
The Dare County Sheriff's Office and the Manteo Police Department requested that the SBI investigate the officer-involved shooting, according to the release.
Exact details of the circumstances surrounding the fatal incident have not been publicly released.
