MANTEO — A Dare County commissioner with a court date later this month for a January arrest in which he was charged with driving while impaired (DWI), speeding and displaying an expired license plate, in a three-month span since was charged with two more expired plate misdemeanor charges and three seat belt infractions, court records show.
