MANTEO — Shayne Michael Perry, 32, pleaded guilty on Oct. 28 to the second-degree murder of his girlfriend’s father, a “very loved” Outer Banks contractor, over two years ago.

“The indictment was for first-degree murder, and the plea deal was for second-degree murder,” District 1 Assistant District Attorney Jennifer Bland told Outer Banks Insider in a phone interview Wednesday.

Perry, listed as a homeless Kitty Hawk man in online case information, was charged with the first-degree murder of 60-year-old William Jeffrey “Jeff” Bowlin of Martin’s Point on Aug. 14, 2022. Bowlin was shot while “protecting a member of his family,” according to his online obituary.
