KILL DEVIL HILLS — The National Transportation Safety Board (NTSB) on Tuesday released its aviation investigation preliminary report for the fiery crash at 5:18 p.m. on Saturday, Sept. 28, in the woods by First Flight Airport in Kill Devil Hills that took the lives of four adults and one child.
