KILL DEVIL HILLS — The Kill Devil Hills Police Department determined that no criminal charges were warranted in the incident of the fake U.S. Immigration and Customs Enforcement (ICE) notice that 3 Tequilas staff reported had been posted on the restaurant door in Kill Devil Hills in February.
